Bartell is an extremely talented and versatile defender. He began his college career at Central Michigan, where he started as a free safety, strong safety and boundary cornerback. He transferred to Howard in 2003, where he manned the boundary cornerback slot for the last two years.

Bartell earned two letters in football, basketball and track at Detroit Renaissance High School. He was an all-city, all-metro and City Defensive Back of the Year selection as a senior. He caught 23 passes for 385 yards and four scores as a receiver and had 45 tackles with four interceptions as a defensive back in 1999. In track, he ran the 100- and the 200-meter dashes, earning all-city and all-state accolades.

He redshirted in 2000 at Central Michigan, performing on the scout team as a free safety. Bartell played in every game in 2001, seeing action at both safety positions while starting five games at the strongside position. He collected 68 tackles (39 solos) with an 11-yard sack, a fumble recovery and seven pass deflections.

Bartell shifted to free safety in 2002, recording another 68 tackles (46 solos) with a sack, three stops for losses, three forced fumbles and six pass break-ups. In 23 games at Central Michigan, Bartell totaled 136 tackles (85 solos), two sacks, four stops behind the line of scrimmage, four forced fumbles and 13 pass deflections.

He transferred to Howard University in 2003, shifting to boundary cornerback. Bartell posted 51 tackles (43 solos) with two stops for losses, a fumble recovery, an interception and six pass break-ups. He spent the 2004 offseason interning with the District of Columbia Juvenile Probation system. Bartell then spent the 2004 season "policing" the secondary for the Bison.

Bartell prevented receivers from catching any passes in six games during his senior year. He finished with 39 tackles (29 solos), an interception, 14 pass deflections and a fumble recovery, as opposing offenses began to stay away from his territory most of the year.

In 22 games with the Bison, Bartell registered 90 tackles (72 solos) with two interceptions, two fumble recoveries and 20 pass break-ups. In his four years of college ball, he came up with 226 tackles (157 solos), two sacks for minus-18 yards and seven stops for losses of 25 yards. He recovered three fumbles and caused four others. Bartell also deflected 33 passes and intercepted two others while starting 38 of 45 games.

Has a well-defined upper body with broad shoulders, thick chest, long arms, good bubble and large hands … Confident athlete who loves to dare the quarterback to throw to his side … Shows quick feet and the ability to recover quickly when beaten … Does a very good job retaining plays and bringing them from the board to the field … Seems very alert to the plays developing around him … Generates a sudden burst on the ball once he is able to locate it … Closes quickly and covers ground with his acceleration … Showed marked improvement timing his leaps and going up for the ball (increased passes defensed total from six in 2003 to 14 in 2004) … His quick feet and superb speed allow him to stay on the hip of the receivers through the routes and he has that shut-down mentality, evident by the fact he did not allow a reception in six games during the 2004 season … Shows loose hips in his backpedal … Breaks on the ball quickly and recognizes routes in zone coverage … Demonstrates explosion through his burst … Equally effective in press, man or Cover-2 alignments … Has the ability to flip his hips and run in transition … Does a good job of planting and coming back for the ball … Uses a tight shadow technique in man coverage and can read the quarterback to make plays on the ball … Adequate wrap-up tackler who is more effective working in space.
